The concept of the building starts with questioning the relationship between the State and its citizens. The use of the agora symbolises democracy and transparent decision making. The working spaces are also oriented towards the exterior and the atrium in the middle of the building. Everything from the use of materials to the placement of public spaces inside the building leans towards a more open institution to the people it serves.
